[Otacon is feeling the pressure of the war that has overtaken the Nexus. He feels there is only one thing that can truly be done to settle this.]

[It feels weird to call out something he created... A nuclear weapon. But if he could adjust the mechanical creation, surely there was a way to maintain peace, without needing to kill anyone.]

[Not that death even mattered here. War was pointless. Why it had been brought down to this went over Hal's head entirely.]

[No one else was trying to maintain peace. No-one. That was what saddened him the most. It seemed as though he was going to have to rise above the situation and take matters into his own hands.]

I never created him in the hopes to build a nuclear weapon. I always wanted him to become a source of peace, to prevent war like this from happening. _{And then Shadow Moses happened--}

I don't think that people who are sane can develop something that brings pain and suffering to the others.

It's good to see someone is working to bring peace back into this place, even though I can't say I've seen many days of peace here, since I arrived just a couple of days ago.
