[Otacon is feeling the pressure of the war that has overtaken the Nexus. He feels there is only one thing that can truly be done to settle this.]
[It feels weird to call out something he created... A nuclear weapon. But if he could adjust the mechanical creation, surely there was a way to maintain peace, without needing to kill anyone.]
[Not that death even mattered here. War was pointless. Why it had been brought down to this went over Hal's head entirely.]
[No one else was trying to maintain peace. No-one. That was what saddened him the most. It seemed as though he was going to have to rise above the situation and take matters into his own hands.]

[This was new to Hal. Who had obviously not been paying closer attention to have let that slip past him.]
What the hell has happened to this place?

[He frowns.]
I don't know, but it started around when the Soviets took over. A man called Owl killed and dismembered Para-Medic; I killed him to prevent him from doing it again, and he promptly killed a child. I haven't seen much of him since.
The Evil Cobras all showed up during the weeks before and after Christmas; Evil Fury almost burnt someone to death, and it was during the arrival of Evil m--Evil Pain that the murder occured.
Recently, there was almost a riot when Raikov banned the English language. The Evil Cobras made their move then, unleashing killer bees all over the building and attacking the Soviet headquarters.
[Not mentioning Viper and Alek for now.]
It's been quite a mess. I'm amazed you missed it.
[He says it in a tone that implies that Otacon has incredibly good luck.]

I knew a little of something happening to Para-Medic, but I didn't realize she had died--
[His head shakes, almost feeling sick to his stomach.] I can't believe this...
[It only encourages his desire to end it all. Even if he's a little more frightened now than he had been.]
Why hasn't anyone stepped in to attempt to stop all this?

She's been trying to keep the information that she died quiet for now. Owl and his allies...
[He shakes his head.]
I've been trying to keep things from going too far; I've been trying to find Owl, although he's been avoiding me for obvious reasons, and I'm the reason why Evil Fury didn't burn someone to death.
[His voice turns softer, first regretful, then upset.]
But I'm only one man, and there's at least four Evil Cobras plus an Evil Big Boss. I can't be everywhere at once. And there are few here strong enough or focused enough to help me fight them. The Resistance is focused on the Soviets, the Soviets are focused on stupid rules, the hall patrols are spread thin and disorganized, and everyone else is a civilian, a child or apathetic.

I wish I had known... Poor Para. [He frowns.] I can't imagine how that must have felt. She didn't deserve that... She's one of the kindest women I know.
[He turned his head.] I can understand why you would want to find Owl... You seem to be having a good influence over the malicious types here.
[Hal ends up nodding as he listens to everything Pain has to say.] I really understand where you're coming from.
... I'd like to be able to help you. Or for you to help me. Finding a way to return things to normality... whatever 'normal' is in this place.

This place had much less fighting when I first came here. I don't know exactly what I need to do to stop them; putting them into comas might work, but the problem is how. I don't think they can be stopped any other way.

Yeah, there was little to no combat, or conflict when I came here. I have no clue why things have spiralled so much out of control.

It's nothing you should be embaressed about. Romantic and sexual relationships are both perfectly healthy and normal things.
[And he nod, not realizing how blunt he is.]
I think that as the Nexus got used to Volgin and the others, its tolerence for violence got higher and higher. Thus this. Maybe. War doesn't make sense.
[He sighs.]
So, how would you use REX to stop people from fighting?

And I agree with you. It's fallen completely out of control. It's just not right.
[Hal folds his arms.] I want to use him to divert the attention away from the two groups fighting. I need REX, because I can't do this alone, as a regular human...

How would you divert their attention? What's your specific plan? How are you preventing people from wrecking REX and killing you?

I am going to try and be inside REX.
[That was one of the only ways to be able to prevent his own harm.]
But before that, I need to find a way to disarm weapons within the Nexus.

And how would you do that? The evil Cobras are from 1964; they have no nanomachines or anything that can be short-circuited by a computer.

I have numerous amounts of technology I can use. It's the only thing I'm really good at. I prefer to avoid hand-to-hand combat. It's ... really not my speciality. I don't agree with it one bit.
[He glances at Pain, but nods. He takes out a piece of paper and a pen, handing it to the man.] Have you got something in mind?

[He takes the pencil and paper and makes a quick sketch of the building.]
You can look into the security cameras around here, no? I think the most efficient use of your time right now would be to see what they are doing and plan from there. Check for resources and such; it may slow them down if you cut those off. I know there are supply room here and here.
[And he circles some rooms, then explains and circles some more interesting rooms. Finally, he looks up.]
Does that sound reasonable?
