[Otacon is feeling the pressure of the war that has overtaken the Nexus. He feels there is only one thing that can truly be done to settle this.]
[It feels weird to call out something he created... A nuclear weapon. But if he could adjust the mechanical creation, surely there was a way to maintain peace, without needing to kill anyone.]
[Not that death even mattered here. War was pointless. Why it had been brought down to this went over Hal's head entirely.]
[No one else was trying to maintain peace. No-one. That was what saddened him the most. It seemed as though he was going to have to rise above the situation and take matters into his own hands.]

In the beginning, this was a small war fought with information and espionage.
Soon after that, it became much more real. A massive power-struggle- fought with brute force resulting in deaths and injuries.
What you're doing now is bringing this war to a whole new level. Things can only get worse from here.
[She turns in the opposite direction.] If this is what Philanthropy has become, I refuse to have any part in it. Consider this my resignation.
