The evil Cobras aren't that evil anymore, and Volgin's practically disappeared. I haven't met any Liquids who would do something like that either.

Right. The only other people I can think of are the evil version of Big Boss who ran this place or FX Nine, and war really isn't Nine's style. That Big Boss hasn't done much in the past few months--maybe he's coming back?
